Under ROH Chapter 16 (Building Code, Β§ 431.2) and Chapter 21, Β§ 21-4.30, fences must be built of permanent materials such as wrought iron, wire, wood, vinyl, or plastic with post foundations. Fences not exceeding 6 feet are permit-exempt unless on a street corner or in a flood zone. Barbed or razor wire is prohibited on fences except on certain utility and industrial properties. Public utility fences may reach 8 feet topped with security wire to 9 feet total. Agricultural fences may reach 10 feet. Fences over 6 feet in non-LUO-regulated areas require fire department access approval. Retaining-wall fences must not exceed 6 feet combined height.
Unpermitted fences above height limits or using prohibited materials (e.g., barbed wire in residential zones) may result in stop-work orders, mandatory removal, and fines under ROH Chapter 16 enforcement.
