Tigard, OR Fence Regulations: Material Restrictions (2026)

Section 18.210.020.C is a flat material ban: fences and walls with barbed or razor wire are prohibited. It sits in the residential general provisions, in the same section as the setback height caps of 3, 6 and 8 feet, and the section opens by saying that fences and walls located within required setbacks are subject to its standards.

Other chapters restrict specific materials near the street. Section 18.230.060.C, the accessory structure standard for apartments, requires all accessory structures and site improvements such as fences, walls, signs, and light fixtures to use materials, colors, and architectural design features that are similar in scale and appearance to those on primary buildings, and it prohibits chain link fencing and unfinished concrete blocks within 20 feet of any street property line or public access easement. Section 18.350.040.I covers nonresidential development in residential zones: the standards of Section 18.210.020 apply to all fences and walls, and chain link fencing and unfinished concrete blocks with any one dimension equal to or greater than 15 inches are prohibited within 25 feet of any street property line.

Section 6.02.130 ties these standards to the nuisance title, so a fence built with a prohibited material is enforced as a nuisance in the City of Tigard, not only as a land use violation. Pool fences carry their own height rule in Title 14, and tree protection fences are covered by the urban forestry penalties in Section 1.16.640.
