Henrico County Chapter 24 (Sec. 24-5405.B) prohibits barbed or razor wire (except with a security plan, agricultural use, or utility high-voltage sites), plus chicken wire, corrugated metal, plywood, sheet metal, rolled plastic, garage-door panels, and electrified above-ground fences.
Sec. 24-5405.B lists materials specifically prohibited for fences and walls. Barbed or razor wire is banned unless approved under a security exemption plan (Sec. 24-5409), used as part of an agricultural use, or on regulated high-voltage utility land. Also prohibited: chicken wire, corrugated metal, fabric materials (except athletic windscreens), slats inserted into chain-link fences, fiberboard, garage-door panels, plywood, rolled plastic, sheet metal, debris, junk, or waste materials. Above-ground electrified fences are prohibited except for enclosing livestock in the C-1 or A-1 districts; below-ground pet fences are allowed.
Using a prohibited fence material is a Chapter 24 misdemeanor violation, fine up to $1,000 with escalating fines for continued violation, and the county may order removal (Sec. 24-7602).
