Howard County's zoning does not ban specific fence materials. Instead it classifies fences as 'open' or 'closed' by how much of the fence area is visibly open, and that classification, not the material, drives the height and setback exemptions.
The Zoning Regulations do not prohibit wood, vinyl, chain link, masonry or other common materials. Section 128.0.A.9 instead sorts fences into two classes: open fences (wire, chain link, post and rail, paddock, picket, or any fence more than 50% visibly open) and closed fences (board on board, privacy, stockade, or any fence 50% or less open, including masonry walls serving the same purpose). Open fences get a more generous six-foot setback exemption; closed fences over three feet are only exempt in side and rear yards. Choose material to fit the class you want.
Because material itself is not restricted, enforcement focuses on height, class and placement rather than material; misclassified fences that exceed exempt limits can be ordered corrected.
