The RI State Building Code (SBC-1, administered by RI Building Code Commission under RIGL Β§23-27.3) exempts fences 6 feet or less from building permits. However, municipal zoning permits are required by Providence Zoning Β§404.F, Cranston Code Β§17.20.130, Pawtucket Zoning, Warwick Zoning Β§301.16, and most other Providence County municipalities for any new fence. Fences over 6 feet, masonry walls, and retaining walls always require building permits. Pool barrier fences must meet RI Building Code Appendix G / ISPSC 305 (minimum 4 ft, self-closing/self-latching gate). Providence's Benefit Street, College Hill, Armory, and Broadway-Armory historic districts require Providence Historic District Commission approval under Zoning Β§406. Pawtucket's Quality Hill and Woonsocket's Market Square historic districts have similar HDC review.
