No permit is required for agricultural uses (Sec. 8.07.020.A); for pet, livestock, garden or similar fencing located interior to a property that already contains a perimeter fence (Sec. 8.07.020.B); or for minimal alterations such as replacing pickets, panels or posts so long as the changes do not exceed one-third of the facing of the fence (Sec. 8.07.020.C). Any vertical or linear addition requires a new permit. Temporary fences are allowed without a permit only for sites with an active building permit, stormwater permit, or roadway construction project, and must be removed when that permit expires or construction ends (Sec. 8.07.030.H). Electric fences are allowed without a fence permit but must meet setback and signage rules in Sec. 8.07.030.I. According to the city's Development Services page, applications are reviewed and the city strives to process fence permits within 10 business days; that time may be extended if a License to Encroach is required. Fences are inspected after the permit is issued. Apply through the city's Inspections Department.
Erecting a fence without a required permit, or building it differently than the approved permit, violates the UDC. Because all new and replacement fences are inspected after permitting, an unpermitted or non-conforming fence can trigger a stop-work order, correction notice, or removal. Repairs exceeding one-third of the fence facing require a new permit.
