Pool barriers in unincorporated LA County must comply with CA Building Code Title 24 Chapter 31 (Swimming Pool Safety Act, HSC 115920-115929). All pools and spas must be enclosed by a barrier at least 5 feet high with self-closing, self-latching gates. Gate latches must be at least 54 inches above grade on the pool side. Barrier openings must not allow passage of a 4-inch sphere. Doors opening directly to the pool area from a dwelling must have alarms or self-closing devices. At least one additional safety feature is required: pool cover, alarm, or fence isolating the pool from the dwelling.
Failure to maintain required pool barriers is a building code violation. First notice gives 30 days to correct. Non-compliant pools may be ordered drained and covered until barriers are installed. Fines of $250-$1,000 per day apply for ongoing violations. If a drowning or near-drowning occurs due to inadequate barriers, the property owner faces civil liability and potential criminal negligence charges.
