The Ohio Residential Code adopts the ICC pool barrier standard: 48-inch minimum barrier, maximum 4-inch gap beneath, no climbable features within 18 inches of the top, and self-closing, self-latching gates with latches at least 54 inches above grade. Above-ground pools with 48-inch walls and a removable or lockable ladder satisfy the rule. Building inspectors verify at permit closeout.
