Jefferson County and Birmingham enforce the 2018 International Swimming Pool and Spa Code (ISPSC) for all residential pools, spas, and hot tubs. Minimum barrier height is 48 inches measured from grade on the outside. Top of fence must have no openings greater than 1.75 inches for vertical members, and horizontal rails spaced less than 45 inches apart must have vertical members under 1.75 inches apart. Bottom clearance: 2 inches max on non-solid surface, 4 inches on solid. Gates must be self-closing, self-latching, with latch release at least 54 inches above grade. Dwelling walls may serve as part of the barrier if doors feature audible alarms or self-closing mechanisms. Pool inspection is required before the certificate of occupancy is issued.
