Kentucky has adopted the IRC residential pool safety appendix, which applies to pools holding 24 inches or more of water. Gate openings must open away from the pool, be self-closing, self-latching, with the latch handle at least 54 inches above the ground. Where a wall of the dwelling serves as part of the barrier, doors with direct access to the pool must be equipped with alarms, the pool must have an approved power-safety cover, or other listed alternate. Above-ground pools can use the pool wall as the barrier if it is at least 48 inches high with a removable or lockable ladder. Hot tubs and spas are exempt if equipped with a locked safety cover meeting ASTM F1346. The Louisville Metro Department of Codes and Regulations enforces pool barrier provisions at permit issuance and at final inspection. HOA private pools follow the same public pool requirements under the Kentucky Department for Public Health.
