Plano, TX Fence Regulations: Pool Barriers (2026)

All private residential swimming pools in Plano must be enclosed by a barrier that complies with Texas Health and Safety Code Chapter 757 and the adopted 2021 International Residential Code Appendix G. The barrier must be at least 48 inches tall measured from the exterior ground, with no gap over 4 inches between the bottom of the barrier and finished grade. No openings in the barrier may allow passage of a 4-inch diameter sphere, and horizontal members must be spaced so that they do not provide a climbable ladder effect for children. Gates must open outward away from the pool, be self-closing, and self-latching with the release mechanism at least 54 inches above the ground or enclosed within the gate structure. Doors from the house that open into the pool yard must be equipped with a door alarm or self-closing self-latching hardware at least 54 inches high. Plano Building Inspections requires a separate pool permit and a final barrier inspection before the pool can be filled. Commercial and public pools must additionally meet Texas Administrative Code Title 25 Section 265.192.
