Pool barriers in Bucks County are regulated under the PA Uniform Construction Code, which adopts IRC Appendix V (formerly Appendix G) and the International Swimming Pool and Spa Code. Required: minimum 48-inch barrier height, gates that swing away from the pool, self-closing and self-latching hardware with release mechanism at least 54 inches above grade (or 3 inches below the top of the gate on the pool side). Vertical fence openings less than 4 inches; horizontal members must be 45 inches apart or more to prevent climbing, or openings must be 1.75 inches or less. Chain-link mesh must be 1.25 inches maximum. When a house wall forms part of the barrier, all doors leading to the pool area must have audible alarms (85 dB at 10 feet) or the pool must have a power-safety cover. Above-ground pools with sides 48 inches or higher may qualify as the barrier if ladders are removable or lockable.
Non-compliant barrier: correction order before final pool permit approval; no water in pool until compliant. Post-installation barrier violations: fines $100 to $600, potential injunction ordering pool drainage. Serious violations exposing children may result in criminal charges under child endangerment statutes.
