Rocklin Municipal Code Section 17.08.150 (Use Regulations) requires a five-foot (5') fence with self-latching gates to surround all pools. This sits on top of California Health & Safety Code §§115920–115929 (the Swimming Pool Safety Act, as amended by SB 442 effective Jan 1, 2018), which mandates that new and remodeled private single-family pools and spas be equipped with at least TWO of seven approved drowning-prevention safety features: (1) an enclosure isolating the pool from the home; (2) removable mesh fencing meeting ASTM F 2286 with a self-closing/self-latching gate; (3) an ASTM F 1346 safety pool cover; (4) exit alarms on home doors providing direct pool access; (5) self-closing/self-latching home doors with release mechanisms at least 54 inches above the floor; (6) ASTM F 2208 swimming pool alarms; or (7) other approved equivalent protection. Per the City of Rocklin Pool Regulations page, enclosure access gates must open away from the pool and have a self-closing/self-latching device with the release mechanism placed not lower than 60 inches above the ground. Inspections are coordinated by the Rocklin Building Division as part of the pool permit (RMC Title 15 adoption of CBC Appendix V).
Installing or remodeling a pool without the required barrier and at least two safety features under H&S Code §115922 is a violation enforceable through permit denial, stop-work orders, and Rocklin Code Enforcement action; failed final inspection blocks pool use.
