Surprise requires safety barriers around all residential swimming pools per the adopted International Swimming Pool and Spa Code and Arizona law (ARS 36-1681). Fences must be at least 5 feet tall with self-closing, self-latching gates. Pool barriers are critical given that most Surprise homes have pools.
Arizona has one of the highest rates of childhood drowning in the nation, and pool barrier requirements are strictly enforced. Under ARS 36-1681 and the Surprise-adopted pool code, all residential pools must be enclosed by a barrier at least 5 feet high. Gates must be self-closing and self-latching with latches at least 54 inches above grade. Barrier openings must not allow passage of a 4-inch sphere. Door and window alarms meeting ASTM standards are required for any home entry providing direct pool access. New pool construction requires barrier inspection before filling.
