Oklahoma Statutes Title 74, Section 1221 and Tulsa Title 51 (which adopts the International Swimming Pool and Spa Code) require a complete barrier at least 4 feet high around any swimming pool, spa, or hot tub deeper than 24 inches. Gates must be self-closing and self-latching with the latch at least 54 inches above grade. Openings in the barrier may not allow passage of a 4-inch sphere. A house wall may serve as part of the barrier only if doors leading to the pool area have alarms or self-closing/self-latching hardware.
Oklahoma adopted the swimming pool barrier requirements in 74 O.S. Β§1221 et seq., and Tulsa enforces them through Title 51 by adopting the International Swimming Pool and Spa Code (ISPSC) and IRC Appendix G. The barrier must be at least 48 inches high measured on the outside; horizontal members must be at least 45 inches apart, or if closer the openings must not exceed 1.75 inches. Chain-link mesh openings cannot exceed 1.25 inches. Gates must open outward away from the pool, be self-closing, self-latching, and the release mechanism must be at least 54 inches above the bottom of the gate. If the dwelling forms part of the barrier, all doors with direct access to the pool must have an audible alarm sounding within 7 seconds and lasting at least 30 seconds, OR the pool itself must have a power safety cover meeting ASTM F1346. Above-ground pools where the wall is at least 48 inches high may use the wall as the barrier, with a removable or lockable ladder. Permits for pool installation and barrier compliance are issued by the Tulsa Permit Center; final inspection is required before the pool may be filled and used.
