All swimming pools over 24 inches deep require a 4-foot minimum barrier with self-closing, self-latching gates per IRC Appendix G as adopted by Utah and West Valley City.
West Valley City adopts the International Residential Code (IRC) per Utah Code Β§15A (Uniform Building Standards Act), including IRC Appendix G (Swimming Pools, Spas, and Hot Tubs). Any pool, spa, or hot tub capable of holding water over 24 inches deep requires a barrier at least 48 inches high measured from the outside ground level. Gates must be self-closing and self-latching, with the latch at least 54 inches above ground (or on the pool side with shielding). Openings in the barrier must not allow passage of a 4-inch sphere. Chain link mesh openings are limited to 1.75 inches (or 4 inches with slats). Pool covers meeting ASTM F1346 can substitute for part of the barrier on hot tubs. Alarms on doors leading from the house to the pool are required if the house wall forms part of the barrier. WVC Building Division (801-963-3420) plan review is required before installation. Utah Code Β§26B-7 (drowning prevention) may add further state requirements. Non-compliance creates strict liability risk under Utah premises law.
Class C misdemeanor up to $750, plus permit revocation. Pool must be drained or barrier brought into compliance. Civil liability for drowning injuries.
