West Jordan adopts the International Residential Code (IRC) Appendix G and 2021 International Swimming Pool and Spa Code through Utah State Construction Code adoption. Any pool, spa, or hot tub capable of holding water 24 inches deep or more must be enclosed by a barrier at least 48 inches tall measured from the exterior ground surface. Openings in the barrier cannot exceed 4 inches to prevent toddler passage. Gates must be self-closing and self-latching with the release mechanism at least 54 inches above the ground, opening outward away from the pool. Chain link mesh must be no larger than 1-3/4 inches unless slats reduce openings to 1-3/4 inches. If the dwelling itself serves as part of the barrier, all doors leading to the pool area must have audible alarms meeting UL 2017 or the pool must have an ASTM F1346 power safety cover. Building Services inspection is required before water fill; final Certificate of Occupancy will not issue until barrier passes inspection. Utah Code Section 26B-7 authorizes local drowning-prevention enhancements but West Jordan has not added requirements beyond IRC Appendix G.
Non-compliant barrier: stop-use order; fines up to $1,000 per day of continuing violation. Serious injury or drowning can trigger criminal negligence charges under Utah Code 76-5-109 (child endangerment) in addition to civil liability.
