West Jordan, UT Animal Ordinances: Dog Leash Laws (2026)

Section 6-3D-2 bars an owner or custodian from letting a dog or cat run at large or trespass onto another person's property at any time; there's no daytime/nighttime distinction and no leash-length specification, just a flat at-large prohibition. The section makes the offense strict liability: the owner is on the hook regardless of what precautions were taken to prevent an escape and regardless of whether the owner even knew the animal was loose. C, which are exempt from the running-at-large requirement entirely. A related restraint rule sits in section 6-3D-3: it's separately unlawful to chain, stake or tether a dog on unenclosed property in a way that lets it reach beyond the property line without that neighbor's permission, or to tether any dog anywhere in a way that cuts it off from food, water or shelter.

Female dogs in heat get an additional confinement duty under section 6-3D-4, requiring the owner to keep the dog in a building or secure enclosure so it doesn't attract or reach other dogs and create a nuisance, apart from a planned breeding. An animal picked up while running at large can be impounded on the spot under section 6-3C-3, without a complaint being filed first.
