Typical household reptiles (leopard geckos, corn snakes, bearded dragons), small birds, rodents, and rabbits are noncontrolled. Utah Code 23A-5-311 makes illegal possession a Class B misdemeanor (up to $1,000 fine, 6 months jail); confiscation of the animal and restitution for state relocation costs are typical. Municipal citations add $250 to $500 per animal.
