West Jordan, UT Animal Ordinances: Veterinary Clinic Zoning (2026)

West Jordan's zoning code does not treat veterinary clinics as a use permitted by right anywhere in the city; the classification only appears in the commercial-zone use table. City Code § 13-5E-3, "Permitted And Conditional Uses," marks "Veterinary service (small animals only)" with a "C" in each of the five commercial districts: General Commercial (C-G), Commercial Manufacturing (C-M), and the three shopping center zones (SC-1, SC-2, SC-3). Under the same section, a "C" designation means the applicant must obtain Planning Commission approval of a conditional use permit under the standards and procedures set out in Title 13, chapter 7, article E ("Conditional Use Permits") and Title 15 of the City Code before the clinic can open.

Article E requires a formal application and a submittal package meeting the city's checklist, followed by a public hearing before the Planning Commission, which can attach conditions on noise, odor, outdoor kennel areas, hours of operation, or parking to protect nearby uses. A permit approved under article E can lapse if the use is not established within the timeframe set by § 13-7E-10, and expanding the clinic later requires a modification application under § 13-7E-11 rather than simply proceeding. The use does not appear at all in West Jordan's residential-zone or manufacturing-zone use tables, so a small-animal veterinary clinic cannot locate in those zones under any process.

This use table was last amended by Ordinance 26-20 on April 28, 2026, so applicants should confirm the current version before submitting a site plan.
