West Valley City, UT Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 7-1-103(282) defines a Veterinary Hospital as a place where animals are given medical care and where boarding is limited to short-term, indoor care incidental to that medical use, distinguishing it from a kennel. Section 7-7-127 then sets a flat use-specific standard: the minimum Lot size for Veterinary Hospitals shall be one acre, wherever the use is otherwise allowed. 5, R-2-8, R-4, RM, RMH, and SH, except the RB (Restricted Business) zone, where it's a permitted use ('P') by right. Even so, a resident can't sidestep the acreage and site requirements by running a veterinary practice out of a home in the RB zone: § 7-7-115(6)a lists RB-zone uses as allowed Home Occupations but expressly carves out 'Financial Institutions and Veterinary Hospitals' from that list.

A Veterinary Hospital has to be developed as its own freestanding use meeting the one-acre lot minimum and the Use Table's zoning, not operated from a residence. Once sited, the Off-Street Parking Requirement table at § 7-9-104 requires three parking spaces per 1,000 square feet of gross floor area for 'Veterinarians and Veterinary Hospitals,' with compact spaces capped at 25 percent of the total.
