West Valley City doesn't ban retail pet sales; it requires any kennel, cattery, pet shop, or groomery to hold an Animal Control Division regulatory permit approved by three city departments.

It shall be unlawful for any person to operate or maintain a kennel, cattery, pet shop, groomery, riding stable, or any similar establishment unless such person first obtains a regulatory permit from the Animal Control Division, in addition to all other required licenses. All applications for permits to operate such establishments shall be submitted, together with the required permit fee, on a printed form provided by the Animal Control Division to that Division. Before the permit is issued, approval shall be granted by the Health Department, the Planning and Zoning Division, and the Animal Control Division.

Full Breakdown

West Valley City has no puppy-mill/retail-sales-ban ordinance restricting pet shops to adoption-only sourcing. Instead, § 23-7-101 requires any person operating a kennel, cattery, pet shop, groomery, or riding stable to first obtain a regulatory permit from the Animal Control Division, with approval also required from the Health Department and the Planning and Zoning Division before the permit issues. Permits expire every December 31 and must be renewed within two months of expiration.

Violations & Fines

Operating a pet shop, kennel, or cattery without a regulatory permit is unlawful under § 23-7-101(1), enforceable under the Title's general penalty provisions.
