West Jordan, UT Animal Ordinances: Pet Store Rules (2026)

Section 6-3D-11 of the West Jordan City Code, rewritten by Ordinance 26-17 and effective March 31, 2026, replaced the city's older baby rabbit and fowl sale rule with a disclosure-based pet shop standard. Subsection A bars anyone from transferring a dog or cat by gift, sale, or exchange on a sidewalk, street, alley, public right of way, park, or other public place, closing off curbside and parking-lot animal sales citywide. Subsection B applies specifically to pet shops: for every dog or cat sold, the shop must make available on request the breeder's name, city, and contact information, the animal's date of birth, and a summary of its health certificate or veterinary exam, including any health guarantees given at sale.

Subsection C sets a hard minimum: no dog may be sold before it turns eight weeks old. The section does not reach livestock sales, and subsection D carves out breeders who sell dogs or cats directly from the premises where the animals were bred and reared, so home breeders selling their own litters are not treated as pet shops. Subsection E makes a violation prosecutable as a civil citation, a track separate from the Class B misdemeanor penalty that Article G, section 6-3G-1, applies to the rest of chapter 3's animal provisions.

Animal Services and the West Jordan Police Department share enforcement of the chapter, and each day a shop keeps selling without meeting the disclosure and age requirements can be charged as a continuing violation under the general chapter penalty. The 2001 Code traces this rule to section 14-4-111.
