West Jordan, UT Animal Ordinances: Pet Groomer Rules (2026)

A bars anyone from operating a kennel, cattery, pet shop, groomery, riding stable, veterinary clinic or hospital, or similar establishment, without first getting a regulatory permit from the Division of Animal Control, filed on the Division's printed form with the required fee. Before the Division will issue that permit, the applicant must separately clear the Salt Lake County Health Department and, where zoning approval is required, the City's zoning authority. The permit must be posted where customers can see it and isn't transferable to another location or owner; the holder has thirty days to tell the Division about any address change.

Permits expire automatically every December 31, and holders must apply for renewal, with payment, within the two months before expiration; a late renewal for an existing establishment draws an added late fee on top of the regular permit fee, with fee amounts set by the City Council's uniform fee schedule based on how many animals the business handles. The Division can suspend, revoke or reject a permit for falsifying the application, violating any provision of this chapter or the City's noise, building or zoning ordinances, or a cruelty-to-animals conviction, following notice under title 16 of the Code.

If an inspection turns up unsanitary conditions or another substantial public-health hazard, the inspecting officer can issue an emergency suspension without any advance warning or hearing. Research facilities, humane shelters and government-run or federally licensed animal establishments are exempt from this permit requirement.
