Sandy, UT Animal Ordinances: Pet Groomer Rules (2026)

Section 12-1-29 makes it unlawful to operate or maintain a kennel, cattery, pet shop, groomery, riding stable, or similar establishment in Sandy without first obtaining a business license from the Community Development Department, on top of any other required licenses. For a groomer working out of a residence, the controlling provision is § 21-11-5's home occupation standards. That section lists stables, animal kennels, animal day-care, on-site animal training, pet stores, and commercial animal breeding among home occupations that are flatly prohibited because they impair the residential character of the neighborhood, but it carves out one exception: pet grooming services without on-site kenneling may operate as a home occupation in accordance with the section's standards.

That means a home-based groomer cannot board dogs overnight, run a boarding kennel, or offer day-care, only grooming itself, and general home occupation limits still apply, including the cap on customer visits (two per hour, eight per day, up to twelve under a conditional use permit) and the requirement that home occupation license applications go through the City. A commercial storefront groomery, by contrast, is licensed under Chapter 12-1 like any kennel or pet shop, not under the home occupation rules at all.
