Sandy City Code § 12-1-7(g) states that at any residence where three dogs are licensed, and not qualifying under the hobby license, at least one of the three dogs must be spayed or neutered within 60 days of acquiring a third dog. This ties Sandy's licensing scheme directly to sterilization: the trigger is reaching three licensed dogs at one address without a hobby license, and the deadline runs from the date the third dog was acquired, not from the date of the violation being discovered.

The same licensing section, § 12-1-7(d), incentivizes sterilization more broadly by letting the City Council reduce license fees by resolution when an owner implants an approved microchip or completes approved obedience training, though spay/neuter status is not listed among the fee-reduction criteria in that subsection. Outside the dog-licensing context, Sandy's only other mandatory sterilization rule applies to cats: § 12-1-25's community cat program requires every feral or community cat trapped and delivered to the Division to be sterilized, ear-tipped, and rabies-vaccinated before it can be released back near its capture site.
