West Jordan, UT Animal Ordinances: Pet Limits (2026)

Section 6-3B-4 sets a flat household cap: no person or persons at any one residence or premises may own, harbor or license more than four adult dogs, and separately no more than four adult cats, at the same time. The limit applies per residence or property, not per owner, so a shared household can't stack multiple owners' animals past the line. The chapter carves out its own exception for permitted commercial operations: section 6-3B-6 lets a permit holder (kennel, cattery, pet shop, groomery, riding stable) keep one litter of puppies intact until the pups reach six months old, and retain one puppy from that litter until it turns twelve months, but even a permit holder can never hold more than seven dogs over six months old or more than four dogs over a year old at once.

Getting to that higher ceiling requires the section 6-3B-6 regulatory permit from the Division of Animal Control, which in turn needs sign-off from the Salt Lake County Health Department and the City zoning authority. Outside of a permitted establishment, the four-and-four cap is absolute, and the Division of Animal Control counts adult dogs and cats separately, so a household could legally keep four dogs and four cats, eight animals total, without a commercial permit.
