Constructing a retaining wall over 4 feet (or any wall supporting a surcharge) without a permit violates the adopted California Building Code. Under Ordinance Code Section 7-15-1070, such violations are a misdemeanor enforced by the Tulare County RMA, with each day of noncompliance treated as a separate offense.
