Cobb County regulates retaining walls under the International Residential Code (IRC) and International Building Code (IBC) as adopted by Georgia. Per IRC R404.4 and Cobb Community Development policy, retaining walls 4 feet or less in height (measured from bottom of footing to top of wall) retaining unsurcharged soil do NOT require a building permit. Walls over 4 feet, OR any wall supporting a surcharge (driveway, structure, slope above wall, or parking area), require a building permit and engineered plans stamped by a Georgia-registered Professional Engineer. Submittals include site plan, wall profile, soil parameters, drainage details, and reinforcement schedule. Setbacks from property lines follow zoning district minimums; walls near property lines may require neighbor notification. Proper drainage behind the wall is critical to prevent failure β weep holes, gravel backfill, and drain tile typical. Tiered walls that bypass single-wall height limits may still be regulated if geometrically combined.
