Backyard fires in Palm Coast are limited to recreational fires (3 feet diameter, 2 feet height of natural firewood, 25 feet from structures, attended) and portable outdoor fireplaces operated per manufacturer instructions with a 15-foot clearance, under the Florida Fire Prevention Code (8th Edition, NFPA 1, 2021) adopted via Chapter 25 of the Palm Coast Code. Cooking grills and barbecues are exempt. Under the September 2024 revision to Section 25-52, ceremonial fires, commercial land-clearing fires, and campfires now require authorization from the Florida Forest Service (Bunnell District), not the city fire marshal. Outdoor fireplaces, kilns, ovens, outdoor cooking fires, and worksite warming fires below 45 degrees F remain permitted without a permit. When Flagler County declares an emergency burn ban (most recently April 23 to May 14, 2025), open burning including the use of fire pits and containers is prohibited and outdoor cookers and grills are only allowed if continuously attended by an adult.
The Palm Coast Fire Department enforces backyard-fire rules through the adopted Florida Fire Prevention Code (FFPC), 8th Edition (NFPA 1, 2021, effective December 31, 2023) and Chapter 25 of the City Code. NFPA 1 distinguishes three categories: (1) Recreational fire: 3 ft or less in diameter, 2 ft or less in height, 25-foot clearance to structures and combustibles, only natural untreated wood as fuel, attended by an adult with extinguishment means. No permit required. (2) Portable outdoor fireplace (manufactured chiminea, fire bowl, etc.): operated per manufacturer instructions with 15-foot clearance from structures and combustibles; in multifamily buildings, 15 feet from the building. (3) Bonfire / open fire larger than recreational-fire dimensions or ceremonial fires, commercial land-clearing fires, and campfires: under the September 2024 revision to Section 25-52, these require authorization from the Florida Forest Service Bunnell District (the city fire marshal no longer issues such permits). Always permitted without a permit per the revised Section 25-52 are outdoor fireplaces, kilns, and ovens; outdoor cooking fires; and warming fires at work sites when the temperature is below 45 degrees Fahrenheit. Prohibited fuels under FAC 5I-2.004 include household garbage, treated lumber, painted material, tires, plastics, rubber, paint and other polluting or hazardous materials. Cooking fires in a grill, barbecue, or smoker for food preparation are exempt from recreational-fire rules. All backyard fires must be extinguished if winds exceed 15 mph or if the National Weather Service issues a Red Flag Warning for northeast Florida. When Flagler County declares an emergency burn ban (authorized by Chapter 12, Flagler County Code, and FS § 252.38(3)), the ban prohibits open burning including the use of fire pits and containers, and prohibits outdoor cookers and grills unless continuously attended by an adult. Fireworks, sparklers, flares, and other items containing any explosive compound are also prohibited during burn bans.
Violations are enforced by the Palm Coast Fire Department under Chapter 25 and the FFPC. The fire marshal or designee may order an unlawful or oversized backyard fire extinguished. Campfires, ceremonial fires, or commercial land-clearing fires without Florida Forest Service authorization, fires burning prohibited materials, and fires conducted during a Flagler County emergency burn ban may all be cited.
