68 O.S. Β§ 1622 defines fireworks and consumer fireworks per US DOT and CPSC standards. Cleveland County has issued multiple multi-year burn bans (most recently February 2026) under 2 O.S. Β§ 16-26, which authorizes county commissioners to declare extreme fire danger periods making it unlawful to set fire to wildlands or build campfires. Subsection B.11 explicitly exempts the selling of fireworks. However, igniting wildlands with fireworks during a declared ban is unlawful. The Oklahoma Forestry Services maintains a statewide burn ban map. Cleveland County does not have a year-round consumer fireworks ban in unincorporated areas; cities like Norman impose stricter local bans within their limits.
Violation of a county burn ban under 2 O.S. Β§ 16-26 is a misdemeanor punishable by fine and/or jail. Selling fireworks without a state-issued license under 68 O.S. Β§ 1624 is also a violation.
