DC's fireworks regulations under 12-H DCMR (Fire Code Supplement) sections 5601 and 5609 prohibit nearly all consumer fireworks. Firecrackers, Roman candles, bottle rockets, cherry bombs, and aerial fireworks are all illegal. Only low-hazard novelty items are permitted: sparklers under 20 inches, fountains, cones, torches, non-poisonous snakes, paper caps, and ground-based novelty items. Possession of illegal fireworks is subject to a minimum $2,000 fine, potential arrest, and seizure of all fireworks. Enforcement intensifies around July 4th and New Year's Eve. The DC Fire Marshal (FEMS) is the primary enforcement authority. Sky lanterns are also specifically prohibited under 12-H DCMR 308.1.6.3.
