Consumer fireworks are legal to buy and use in Tennessee, but discharge is restricted locally. In Chattanooga, fireworks must not be set off after 11:30 p.m. (extended to 12:30 a.m. on July 4th and New Year's Eve). Unincorporated county is more permissive.
Tennessee permits consumer fireworks statewide (TCA Title 68, Ch. 104), but the statute lets counties and cities prohibit or restrict discharge by ordinance. Chattanooga allows non-professional fireworks within city limits but limits the hours: no discharge after 11:30 p.m. on ordinary nights, and until 12:30 a.m. on Independence Day and New Year's Eve. Celebratory gunfire is separately banned year-round. Other Hamilton County cities (East Ridge, Red Bank, Soddy-Daisy) set their own hours, so check the specific city. Discharge in unincorporated county land is generally allowed but still subject to nuisance and burn-safety rules.
Discharging outside permitted hours is a city ordinance violation enforced by Chattanooga Police (call 311/police); celebratory gunfire carries separate criminal penalties.
