In unincorporated Mono County, fireworks - including state-approved 'Safe and Sane' fireworks - are prohibited under Mono County Code Chapter 10.18 except in limited designated areas. Mono County is high-desert and Eastern Sierra forest with severe wildfire risk, and the county heavily restricts consumer fireworks. Per Mono County Code Chapter 10.18, the use or discharge of fireworks, including 'Safe and Sane' fireworks bearing the State Fire Marshal seal, is prohibited except in designated areas within the county; the Sheriff has publicized that deputies 'will issue tickets and/or confiscate fireworks being used outside the designated areas.' Where fireworks are allowed in a designated area, the Sheriff still directs users to read and follow all instructions, keep water and a fire extinguisher readily available, and supervise children. Statewide, California's State Fireworks Law (Health & Safety Code section 12500 et seq.) makes all 'dangerous fireworks' (firecrackers, M-80s, bottle rockets, aerial shells) illegal everywhere in California without a license, and local agencies may further ban even 'Safe and Sane' items - which Mono County effectively does outside designated zones. Crucially, the vast majority of unincorporated Mono County sits within the Inyo National Forest and Humboldt-Toiyabe National Forest. Under USFS fire-restriction orders, fireworks 'are always prohibited on National Forest System lands' with 'no exceptions, even Safe and Sane varieties.' Always check the Sheriff's annual July 4 notice before buying or using any fireworks.
Using or discharging fireworks outside a designated area is enforced by the Mono County Sheriff, who issues citations and confiscates the fireworks. Possession or use of 'dangerous fireworks' is a misdemeanor under California Health & Safety Code section 12700 et seq., punishable by fines and up to one year in county jail; larger quantities can be charged as felonies. On Inyo or Humboldt-Toiyabe National Forest land, fireworks possession or use violates the forest closure order and is a federal misdemeanor (fines and possible jail). Report illegal fireworks to the Mono County Sheriff.
