South Carolina permits ICC Class C common fireworks, and there is no countywide ban in unincorporated Spartanburg County. S.C. Code Section 23-35-170 prohibits sales to minors under 18 or convicted felons. Under Section 23-35-175 an owner or managing authority may create a Fireworks Prohibited Zone by filing an agreement with law enforcement and posting 12-by-12-inch signs; discharging into such a zone is unlawful. The City of Spartanburg separately bans possessing or discharging fireworks within city limits (city code ch. 16/22). Always check your specific municipality before lighting.
