Michigan PA 256 (2011) legalized consumer-grade fireworks (1.4G) for adults 18+. PA 65 (2018) amended the law to allow cities to restrict discharge to the day before, day of, and day after 11 designated national holidays (33 total days). Cities cannot ban fireworks entirely on those 33 days. Use permitted until 11:45 PM on legal days, extended to 1 AM on July 4, December 31, and New Year's Day. Wayne County may have adopted additional time and location restrictions within the state framework.
