Smoke alarm rules come from the statewide Ohio building and fire codes, not a Hamilton County ordinance. New and substantially renovated dwellings must have interconnected smoke alarms; landlords must keep them working under Ohio's landlord duties (ORC 5321.04).
Hamilton County does not set its own residential smoke-alarm ordinance. Requirements flow from the Ohio Residential Code (OAC 4101:8, adopting IRC Section R314) for one-, two- and three-family dwellings, and the Ohio Fire Code for existing buildings. New construction and major alterations require smoke alarms in each sleeping room, outside each sleeping area, and on every level, hard-wired and interconnected where feasible.
