Surprise requires smoke detectors in all residential dwellings per the adopted International Residential Code and International Fire Code. Detectors must be in every bedroom, outside sleeping areas, and on every level. Carbon monoxide detectors are required where fuel-burning appliances are present.
The City of Surprise adopts the International Residential Code (IRC) and International Fire Code (IFC), which mandate smoke alarms in all habitable residential units. Smoke detectors must be installed inside each bedroom, outside each sleeping area, and on every level of the home including the basement. New construction and remodels must use interconnected hardwired smoke alarms with battery backup. Existing homes may use battery-operated alarms. Carbon monoxide (CO) detectors are required in homes with fuel-burning appliances (gas furnaces, water heaters) or attached garages. Rental property owners must ensure working smoke detectors at move-in. Arizona law (ARS 36-1637) also requires smoke detectors in rental housing. Surprise Fire-Medical conducts inspections and offers free smoke alarm installation programs for qualifying residents.
Rental properties without working smoke detectors violate ARS 36-1637 and city code. Landlords face fines for non-compliance. New construction failing smoke detector inspection will not receive certificate of occupancy.
