Statewide, HB 1927 (2021) lets adults 21+ carry a handgun openly or concealed without a permit. Local 'gun violence prevention' resolutions adopted by Austin City Council are aspirational and do not create enforceable rules where they conflict with Sec. 229.001.
Any Austin ordinance conflicting with Sec. 229.001 is void. The Texas Attorney General is authorized to investigate and sue cities that enforce preempted firearm rules, and individuals may seek injunctive relief.
