Austin's leash law in City Code Chapter 3-4 (Dogs and Cats) Β§3-4-1 requires every dog in a public place to be physically restrained by a leash, cord, or chain not exceeding 6 feet held by a person able to control the animal. Retractable leashes are allowed only when locked at 6 feet or less. Section 3-4-4 lists Public Areas Where Restraint of a Dog Is Not Required, including Red Bud Isle east of Red Bud Trail, the portion of Auditorium Shores designated by signs, and specific areas of Zilker Park, Walnut Creek Metropolitan Park, Bull Creek District Park, Norwood Estate Dog Park, Onion Creek District Park, and several others. Even in off-leash areas, dogs must remain under sight and sound control of the handler. Violations of the leash law are Class C misdemeanors with fines up to $500 under Β§3-1-3. Austin Animal Services responds to running-at-large complaints and can impound; reclaim fees and citations apply. Aggressive off-leash dogs can trigger Dangerous Dog proceedings under Texas Health & Safety Code Β§822.0421, requiring $100,000 liability insurance and mandatory muzzle when the designation is made. All dogs over 4 months old must also be licensed and vaccinated for rabies under Chapter 3-2.
