Vending on private commercial lots still requires the owner's permission, and trucks must observe location and time limits, keep clear of travel lanes, and hold both a Suffolk business license and a current Virginia Department of Health permit.
Vending in a residential area without the required special event permit, or on private property without owner permission, violates the city ordinance; police or code officers can order the truck to move and issue penalties.
