Clearwater Community Development Code Section 3-2103 allows garage sales as temporary uses in all residential zoning districts without a permit when standard requirements are met.
Under CDC Sec. 3-2103 (Allowable Temporary Uses), garage sales are permitted in all residential zoning districts without a city permit, provided the operator complies with applicable standards including frequency, duration, location, and signage. Sales must be conducted on the same residential lot where the operator lives, must not block sidewalks or travel lanes, and must keep merchandise out of public rights-of-way. Off-site directional signs are regulated by Article 3 Division 18 of the Community Development Code. Although no fee or application is required, code compliance still enforces frequency and duration limits, and homeowner associations may impose stricter rules.
Operating outside allowable parameters can result in code compliance notices, daily civil penalties, and orders to terminate the sale.
