Cross that line and section 22-18 applies: you need a written permit from the police department plus a fee set in Appendix A, and permits expire on September 30 and must be renewed before October 1. Section 22-17 adds that zoning and business tax receipt requirements still apply.
Section 22-3 sends violations to section 1-9: a fine up to $500, up to 60 days, or both, with each day a separate offense. Police may issue a civil citation instead.
