Chapter 22, Secondhand Goods, treats "garage sale operators" as one category of "secondhand dealer" under Sec. 22-16(a), alongside jewelers, precious metals dealers, secondhand stores and consignment shops. That matters because Sec. 22-18 requires every secondhand dealer to hold a written permit from the Gainesville Police Department, pay a fee set in Appendix A, and renew it each September 30. Sec. 22-16(b) carves out fourteen exceptions to that permit duty, and subsection (6) covers casual garage sales: any garage sale operator who holds garage sales less than ten weekends per year does not have to comply with Chapter 22 at all.
