46(A)(4) lists the residential-district options for where a recreational vehicle may sit on a lot, in order of preference: fully enclosed in a structure that meets district dimensional standards, or outside a structure in the side or rear yard at least two feet from the lot line. Front-yard parking, covered in paragraph (A)(4)(c), is the last-resort option and comes with two conditions that both must be met. First, it's only available when space isn't available in the rear or side yard and there's no storage structure or access to either yard, meaning a homeowner can't choose the front yard simply because it's more convenient.

Second, once that threshold is met, the vehicle must be parked perpendicular to the front property line rather than parallel to the street or at an angle, and no part of the RV, trailer or boat may extend over a public sidewalk, bike path or street. The perpendicular requirement is a placement and orientation rule distinct from the general storage restrictions in subsection (A)(2), which govern what an RV can be used for once parked; this provision instead governs exactly where and how it must sit when the front yard is the only available space.

No separate permit is required for front-yard placement, but a homeowner who parks parallel to the street, blocks the sidewalk, or uses the front yard despite having usable side- or rear-yard access is out of compliance with this subsection.
