Volusia County does not require a permit for residential garage sales in unincorporated areas. Daytona Beach, DeLand, and NSB require free permits through city hall. Ormond Beach and Deltona allow without permit but limit frequency.
Volusia County unincorporated areas do not require permits for garage and yard sales at owner-occupied residences per County Code Ch. 50. Municipalities vary: Daytona Beach (Code Β§30) requires a free permit from Community Development, maximum 3 per calendar year, 3 consecutive days each. DeLand (Code Ch. 17) requires a free garage sale permit from City Hall with 2 per year/3 days each limit. New Smyrna Beach (Code Ch. 30) requires a no-fee permit, 4 per year maximum. Ormond Beach permits garage sales without advance approval but limits to 4 per year/3 days each. Deltona (Code Ch. 54) allows 4 per year without permit. All jurisdictions prohibit sales of commercially purchased inventory (that constitutes unlicensed retail under FL Β§205.065 and local business tax receipts). Signage generally limited to the property itself plus one directional sign at the nearest intersection, removed within 24 hours. Placing signs in county or state rights-of-way violates FL Β§316.2045 and FDOT rules.
Permit-required jurisdictions: $25 to $100 first offense. Commercial inventory sales without business tax receipt: $100 to $500 plus back taxes. Sign violations: $25 to $50 per sign; FDOT ROW signs removed without notice.
