ORC 5312.11 authorizes regular and special assessments per the declaration. Associations must provide itemized statements. Unpaid assessments accrue a lien recorded with the Cuyahoga County Recorder under ORC 5312.12 and can be foreclosed. Late fees and interest permitted per declaration. Some bylaws require supermajority vote for special assessments above a threshold. Reserve studies are recommended but not mandated by Ohio law.
