Elevators in Lakewood multi-family and commercial buildings must be inspected and certified annually by the Ohio Department of Commerce Division of Industrial Compliance under Ohio Revised Code Chapter 4105. ASME A17.1 safety standard applies.
ORC 4105 and OAC 4101:5 require elevator registration, annual state inspection, and display of current certificate of operation. Owner responsible for maintaining elevator in safe working order, including regular maintenance by a licensed elevator contractor. Deficiencies must be corrected within time specified by state inspector. Lakewood Building Department may also conduct safety inspections as part of housing code enforcement.
Operating uninspected elevator: ORC 4105.99 misdemeanor, up to $1,000 fine and elevator shutdown order. Injury from defective elevator: civil liability.
