Ohio's Planned Community Law governs association governance in R.C. 5312.03-5312.07. Significantly, "no owner other than a director may attend or participate in any discussion or deliberation of a meeting of the board of directors unless the board expressly authorizes" it, so Ohio does not mandate open board meetings. R.C. 5312.07 provides that any owner "may examine and copy the books, records, and minutes" under reasonable standards, while letting the board withhold limited categories such as attorney-client communications and personnel matters.
