Under 68 Pa.C.S. ยง5308, planned community associations must hold at least one annual meeting of owners. Boards must adopt bylaws covering quorum (typically 20-25 percent of votes), notice (10-60 days before meetings), and voting procedures. Executive sessions are permitted for personnel, litigation, and contracts but action must be ratified in open session. Directors owe fiduciary duty under ยง5303. Owners may review financial and meeting records upon reasonable notice per ยง5316.
